The Reds ran out 3-1 winners at Anfield in the Premier League in August.
Jurgen Klopp’s side were drawn against the Gunners following a routine 2-0 win at MK Dons in the Carabao Cup third round.
Arsenal, meanwhile, thrashed Nottingham Forest 5-0 at the Emirates in their third-round tie.
Liverpool and Arsenal last met in the League Cup back in 2009.
That game was also a fourth-round tie and the Gunners progressed with a 2-1 victory thanks to Nicklas Bendtner’s winner.

Both clubs are expected to ring the changes this evening, with the Carabao Cup lower down in their priorities.
Liverpool forward Mohamed Salah was substituted late on against Tottenham at the weekend and is unlikely to be risked.
Virgil van Dijk is also a doubt and may be rested but the likes of Naby Keita, Adam Lallana and Divock Origi could all come into the starting line-up.
Klopp gave starts to a host of youth players in the last round and may do the same again.
As for Arsenal, Joe Willock, Lucas Torreira, Ainsley Maitland-Niles and Bukayo Saka could all be handed starts by Unai Emery.
Emery also has the chance recall Mesut Ozil, who featured in the previous round and has not played for the Gunners since.
